CRP Compose Report

Composes the eight-section Carbon Reduction Plan -- Methodology, Emissions Breakdown, Current Emissions Footprint, Science-Based Targets, Baseline Year, Adopted Scenario, Carbon Reduction Projects, References and Glossary -- from crp-data.json and crp-initiatives-contextualised.json, already assembled, selected and contextualised by upstream skills. Runs the bundled compose_report.py, which builds the document as HTML with its print stylesheet inlined and validates every figure it prints against the source data before converting it to PDF through the broker's wine2o2 (Gotenberg/Chromium). Produces a draft PDF for review, waits for an explicit approve/reject decision, and only then renders the final PDF and markdown carrying the Declaration and Sign Off section. Never writes a final document before sign-off, and never states or implies how much carbon a selected initiative would save.
